21世纪,作为我国第三大岛屿的崇明岛,正面临着前所未有的历史发展机遇.随着经济持续快速的发展,外来流动人口的社会融合或城市适应问题就成为我国社会科学的一个重大课题,不断涌入崇明县的外来人口,为崇明县经济和社会发展起到积极作用,这既给崇明带来了空前的活力,也增添了人口管理上巨大的压力.数量日益增加的外来人口也给社会治安、城市管理、就业安置、计划生育等工作带来诸多问题.因而如何运用科学发展观,以人为本,如何使外来人口的管理更趋于合理,如何确保外来人口就业是这次调研的重点.本文结合崇明县外来人口的现状、特点、劳务管理等方面内容,对外来人口管理等问题进行探讨和分析,并提出相应对策.
