　　摘要

　　农村养老保障问题深刻地影响着社会生活的各个方面.“十一五”规划纲要中明确指出,加快农村养老保障体系建设是建设社会主义新农村重要内容.中国作为一个发展中国家,随着经济的急速发展,农村的人口结构发生了重大变化,大量农村青壮年涌入城市,使得我国农村老年保障问题更为突出.

　　本文首先从现阶段我国农民的收入水平和消费水平分析入手,阐述了我国农村养老保障的方式的现状.再次,在研究国外农村养老保障进程和方式的基础上,提出我国建立农村养老保障可借鉴的经验.最后,分析了我国农村养老保障模式存在的问题,表明传统的养老保障方式面临着挑战,进而从中国农村社会养老保障的现实模式分析出发,对建立农村社会养老保险提出了相应的对策,即就目前农村经济发展水平,应建立多层次农村社会养老保障模式.

　　Ruralold-agesecurityissuesprofoundlyaffectallaspectsofsociallife."Shiyiwu"planningframeworkclearlypointedoutthattheruralold-agesecuritysystemisanimportantpartofbuildingthenewsocialistruralareas.Chinaasadevelopingcountry,withtherapideconomicdevelopmentofruralpopulationstructurehasundergonesignificantchange,theinfluxoflargenumbersofruralyoungcity,makingthesecurityissuesmoreprominentinourcountryside.ThefirstpartofthearticlefromtheincomeandconsumptionlevelswithanalysisonChina'sruralold-agesecurityinthewaythestatusquo.Then,inthestudytheruralold-agesecurityofabroadprocessandmodalitiesbasis,wecanlearnfromtheirexperience.Finally,analysistheproblemofChina'sruralold-agesecuritymodel,showthatthetraditionalold-agesecurityisfacingchallenges.AndstarttheanalysisfromtherealitiesofChina'sruralsocialendowmentmodel,thenmakethecorrespondingresponsestotheestablishmentoftheruralsocialendowmentinsurance,thatisfromthecurrentlevelofeconomicdevelopmentinruralareas,Chinashouldestablishstepandstepruralsocialendowmentinsurance.
