　　（1）First,allthepeopletomobilizeandpromoteavegetarian.TheGovernmentshouldmobilizeallthepeopleandpromoteavegetarianrosetotheheightofanationalstrategytopromote,asthemosteffectivemeasurestoreducecarbonemissionsandindustrialoptimizationtostart.First,theGovernmentshouldmakegreateffortstomobilizeallthepeopleandpromoteavegetarian.Second,thegovernmentleadersshouldtaketheleadinpromotingvegetarianvegetarian.Thethirdistograduallyadjustandoptimizetheindustrialstructureofagriculture.

　　（2）Second,governmentsatalllevelsmustcontinuetoexpandenergy-savingemissionreductionefforts.China'senergy-savingemissionreductiontaskisstillveryarduous,anditspotentialisalsoenormous.Shouldseektoadopttostrengtheninternationalcooperationsothatallwalksoflifetotheworld'smostadvancedenergy-savingstandards.Thecommonsurvivalcrisisfacinghumanity,inordertoprovideourcountrywithnewopportunitiesforinternationalcooperation,allwalksoflifeshouldtrytousethemostadvancedenergy-savingemissionreductiontechnology,therecentdevelopmentofpolicystandardsfortheuseofatleastthemostadvancedenergy-savingtechnologies.

　　（3）Third,theutmosteffortstoimplementalternativeenergystrategies.Governmentshouldformulatepreferentialpoliciestoencourageresearchanddevelopmentofsustainableenergysources,ontheonehandtoincreasewindpower,solarpowergenerationtosupporteffortstoencouragetheuseofnewsourcesofenergy;theotherhand,increasethesustainableenergyresearchanddevelopmenteffortstoenhanceinternationalR&Dcooperationandstrivetosustainableenergyresearchassoonaspossibletoachieveamajorbreakthrough.
