人类活动极大地改变了土地利用形态,特别是工业革命后,大量森林植被砍伐,化石燃料使用量也以惊人的速度增长,人为的温室气体排放量相应不断增加.发达国家消耗了全世界所生产的大部分化石燃料,其二氧化碳累积排放量达到了惊人的水平.目前,发达国家仍然是二氧化碳等温室气体的主要排放国,美国是世界上头号排放大国,包括中国在内的一些发展中国家的排放总量也在迅速增长,但从人均排放量和累计排放量而言,发展中国家还远远低于发达国家.温室气体排放量不断增长导致了地球温度持续升高.

　　联合国气候变化框架公约》缔约方第15次会议——哥本哈根等世界气候大会就是寻求解决全球气候变暖问题而召开的会议.为了从根本上解决,可以考虑发展“低碳经济”.

　　碳循环是一个非常重要的化学元素的自然循环过程,大气和陆生植被,大气和海洋表层植物及浮游生物每年都发生大量的碳交换.从天然森林来看,二氧化碳的吸收和排放基本是平衡的.那么低碳经济,是指在可持续发展理念指导下,通过技术创新、制度创新、产业转型、新能源开发等多种手段,尽可能地减少煤炭石油等高碳能源消耗,促进碳循环,减少温室气体排放,达到经济社会发展与生态环境保护双赢的一种经济发展形态.

　　发展低碳经济,一方面是积极承担环境保护责任,完成国家节能降耗指标的要求；另一方面是调整经济结构,提高能源利用效益,发展新兴工业,建设生态文明.这是摒弃以往先污染后治理、先低端后高端、先粗放后集约的发展模式的现实途径,是实现经济发展与资源环境保护双赢的必然选择.
