Onthesurface,Chinatownisprosperous-a"modelslum,"somehavecalledit-withthelowestcrimerate,highestemploymentandleastjuveniledelinquencyofanycitydistrict.Walkthroughitscrowdedstreetsatanytimeofday,andeveryshopisdoingabriskandbusinessliketrade:restaurantafterrestaurantisbooming;therearestorefrontdisplaysofshinysquids,clawingcrabsandclamberinglobster;andstreetmarketsofferoverflowingpilesofexoticgreenvegetables,garlicandgingerroot.Chinatownhasthefeelofalandofplenty,andthereasonwhylieswiththeChinesethemselves:evenhere,intheverycoreofdowntownManhattan,theyhavebeencarefultopreservetheirownwayofdealingwiththings,preferringtokeepaffairsclosetothebondofthefamilyandallowingfewintrusionsintoastill-insularculture.TherehavebeenseveralconcessionstoWesterners-storefrontsignsnowofferEnglishtranslations,andHaagenDazsandBaskinRobbinsice-creamstoreshaveopenedonlowerMottStreet-buttheycan'thelpbutseemincongruous.TheonetimeoftheyearwhenChinatownburstsopenisduringtheChineseNewYearfestival,heldeachyearonthefirstfullmoonafterJanuary19,whenagiantdragonrunsdownMottStreettotheaccompanimentoffirecrackers,andtheguttersrunwithceremonialdyes.
Beneaththeneighborhood'sblithelyprosperousfacade,however,thereisadarkerunderbelly.Sharppracticescontinuetoflourish,withtraditionalextortionandprotectionracketsstillinbusiness.Non-unionsweatshops-theirassemblylinesgrindingfromearlymorningtolateintotheevening-arestillvisitedbytheUSDepartmentofLabor,whocometoinvestigateworkers'testimoniesofbeingpaidbelowminimumwageforseventy-plus-hourworkweeks.LivingconditionsareabysmalforthepoorerChinese-mostlyrecentimmigrantsandtheelderly-whoresideinsmallroomsinovercrowdedtenementsill-keptbylandlords.Yet,becausethecommunityhasbeencloisteredforsolongandhasonlyjustbeguntoseekhelpfromcityofficialsforitsinternalproblems,youwon'tdetectanyhintofdifficultiesunlessyouresideinChinatownforaconsiderablelengthoftime.
