　　原始性创新是推动我国科学技术发展的催化剂,是科学技术持续发展的动力之源.在当前WTO的背景下,经济全球化的发展趋势和科学技术的迅速发展,将综合国力竞争的前沿推到了创新领域,其决胜关键在于创新的系统整合与集成.因此,必须采取有力措施,进一步深化科技体制改革,建立完善的国家创新体系,营造创新环境,有效解决我国科学技术原始性创新能力不足问题.目前,我国科技界正在进行的体制改革对原始性创新是一大幸事,我们相信,随着科技体制改革的进一步深化,中国科学家应该有也一定会有对世界科技主流产生重大影响的原始性创新成果问世
