Inrecenttimes,wehavehadthegeneralattitudethatwhateveristechnologicallypossibleshouldbedone.Itisnowbecomingincreasinglyapparentthatourscientificandtechnologicalprogresshasoutstripped(超越)ourcapacitytoperformorabsorbeverythingthatispossible.Moreandmore,wewillhavedecisionstomake:inwhatdirectionsshouldthethrustofournewdiscoveriesbemade?Thesituationrequiresthatwemakeintelligentdecisions–decisionsbasedinaknowledgeandanunderstandingofwhatcanbedone,whatwillbethebenefits,andwhatwillbetheconsequences.Scientistsdonotmakethesedecisions;peoplemakethem.Itisthereforeincumbent(义不容辞的)oneveryindividualtoacquirethebasicknowledgethatwillpermithimtoparticipateintelligentlyindirectingthecourseofourtechnologicaladvancement.
