Thestoryfollowsfatherless16-year-oldKatnissEverdeen,agirlfromDistrict12whovolunteersfortheGamesinplaceofheryoungersister,Primrose.AlsoparticipatingfromDistrict12isPeetaMellark,aboywhomKatnissknowsfromschoolandwhooncesavedherlifebygivingherbreadwhenherfamilywasstarving.
KatnissandPeetaaretakentotheCapitol,wheretheymeettheothertributesandarepubliclydisplayedtotheCapitolaudience.Duringthistime,Peetarevealson-airhislong-timeunrequitedloveforKatniss.KatnissbelievesthistobeaploytogainaudiencesupportfortheGames,whichcanbecrucialforsurvival,asaudiencemembersarepermittedtosendgiftstofavoredtributesduringtheGames.TheGamesbeginwithelevenofthe24tributesdyinginthefirstday,whileKatnissreliesonherwell-practicedhuntingandoutdoorskillstosurvive.Asthegamescontinue,thetributedeathtollincreases,butbothKatnissandPeetaareabletoevadedeath.
SupposedlyduetoKatnissandPeeta'sbelovedimageinthemindsoftheaudienceas"star-crossedlovers",arulechangeisannouncedmidwaythroughthegames,statingthattwotributesfromthesamedistrictcanwintheHungerGamesasapair.Uponhearingthis,KatnisssearchesforPeetaandfindshimwounded.Shenurseshimbacktohealthandactsthepartofayounggirlfallinginlovetogainmorefavorwiththeaudienceand,consequently,giftsfromhersponsors.
Whenthecouplearefinallythelasttwotributes,theGamemakerssuddenlyreversetherulechangeandtrytoforcethemintoadramaticfinalewhereonemustkilltheothertowin.Instead,theyboththreatensuicidebymeansofpoisonousberriesinhopethattheGamemakerswouldratherhavetwowinnersthannone.Itworks,andbothKatnissandPeetaaredeclaredwinnersofthe74thHungerGames.
Thoughshesurvivestheordealinthearenaandistreatedtoahero'swelcomeintheCapitol,Katnissiswarnedthatshehasnowbecomeapoliticaltargetafterhavingdefiedhersociety'sauthoritarianleaderssopublicly.Afterwards,Peetaisheartbrokentolearnthattheirrelationshipwasatleastpartiallyacalculatedploytogarnersympathyfromtheaudience,althoughKatnissremainsunsureofherownfeelings.
