　　个人应该为他们自身的高等教育买单,上大学对于个人是有较大的直接收益的,大学生比非大学生挣得工资要高,同时,上过大学的人的社会活动能力也强得多,而能够上大学的人只是一小部分,因此,学费应该由他们本人付钱,而不能由纳税人付,国家（政府）的钱（资源）也紧张,用国家的钱帮助少数人挣高工资,这在将来也是不可能的.

　　政府全额资助大学的做法是不可取的,adamsmith在一所苏格兰大学工作,那里教师工资全部来自学费,他了解也不看中十八世纪的牛津,当时牛津的老师由政府发工资,过得很舒适,smith争辩说；铁饭碗是工作上进的敌人,当时,老师懒惰,不称职,学生同样不求上进.
